ONE accelerates digitalisation

Ocean Network Express (ONE) is expediting its digitalisation efforts through a recent successful trial in collaboration with Shell and with the backing of the Maritime and Port Authority of Singapore (MPA) for the integration of the electronic Bunker Delivery Note (e-BDN).

The e-BDN trial, utilising the digital bunkering solution created by Angsana Technology, took place on September 9, 2023, at the Port of Singapore. During this trial, the cargo officer, chief engineer, and bunker surveyor accessed the platform via their unique links and one-time passwords to complete electronic bunkering documentation both before and after delivery. Upon completion, these bunkering documents were distributed to all relevant parties prior to the vessels’ departure.

The implementation of the e-BDN has consistently been a key element in the process of digitalising international shipping. ONE has previously conducted several e-BDN trials with various partners. During the MEPC80 session in July 2023, the International Maritime Organisation (IMO) endorsed the acceptance of bunker delivery notes (BDNs) in both physical and digital formats, as long as they comply with the necessary requirements of MARPOL Annex VI.

The e-BDN trial conducted by ONE and Shell is a prelude to the MPA’s upcoming launch of its digital bunkering initiative, slated to commence electronic bunkering processes and documentation from November 1, 2023. This initiative is anticipated to result in a yearly saving of approximately 39,000 man-days for the bunker industry.

Apart from ensuring more secured and transparent operations when used with Mass Flow Meters, e-BDN will help build higher levels of trust amongst bunker buyers, suppliers, and financial institutions, and enable a more efficient and resilient ecosystem. The adoption of digital documentations at scale will help reduce business costs at the port ecosystem level and bring greater value to stakeholders across the entire bunkering value chain.”
