Customs and excise systems specialist Langdon Systems has launched DMS Lite, a flexible browser-based customs declaration tool for small-to-medium businesses typically making just hundreds of declarations a year. It’s a solution which enables traders and agents to submit Import Supplementary Declarations and bonded warehouse removals to HMRC’s Customs Declaration Service (CDS).
When goods are imported under Simplified Declaration Procedures (SDP) or Entry in Declarants Records (EIDR), an Import Supplementary Declaration is required. This follows an initial Simplified Frontier Declaration (SFD) ¬– handled by customs agents/freight forwarders – or import using EIDR to declare goods at the frontier and allow forward movement.
The system will report a running total of any deferred customs duty and VAT payable by the user to HMRC at the end of the reporting period.

Data can be entered into DMS Lite via a simple CSV file upload, reducing time-consuming manual input. It transmits submitted data as an XML file and reads in responses from HMRC, reporting back the acceptance status of the declaration and/or any errors that need to be addressed.
For third- and fourth-party logistics operators looking to manage their clients’ customs reporting, DMS Lite’s multi-client functionality enables agents to make declarations on behalf of themselves and/or their clients.
“DMS Lite both simplifies the customs declaration process and brings control of the import process in-house, ending reliance on customs agents,” said Mike Oakley, Langdon’s Business Relationship Manager. “It also streamlines the process, so there’s no need for upfront customs declaration. In a post-Brexit world where customs clearance agents are in high demand, with attendant high prices, bringing the process in-house makes a lot of sense.”
